The government will take strict steps to effectively regulate the academic quality and operation of colleges affiliated to foreign universities. Education and Sports Minister Sasmit Pokharel has informed that the preparations for bringing new regulations in this regard have reached the final stage. Speaking at a program on Sunday, Minister Pokharel said that there has been an increase in complaints from foreign-affiliated colleges and regulation is indispensable to address it. The Ministry has already prepared the draft of the regulations and sent them to the Ministry of Finance and the Ministry of Law. After receiving the opinion and approval of both these ministries, the regulation will be submitted to the Council of Ministers.
The new regulation will clarify the criteria for granting or not granting affiliation to foreign universities, as well as cover the necessary rules and guidelines for operations. Minister Pokharel pointed out that although Nepali universities and colleges are under regulation, foreign affiliated colleges are not under systematic regulation. Currently, the Ministry of Education is simultaneously advancing three important regulations, namely the Education Regulations, the Educational Consultancy Institution Regulations and the Regulations on the Regulation of Colleges Affiliated to Foreign Universities. Since it is not possible to present the Education Act immediately in the current session of the Parliament, the Ministry has taken a strategy to advance the necessary policy reforms through the regulations.
Minister Pokharel said that regulations have been prepared to address the complaints raised by the stakeholders and it is ready to be passed by the Council of Ministers soon. In addition to this, he informed that the process of matching teacher vacancies has also progressed.
