Chairman Oli doesn't know, General Secretary Shankar's letter dismissed the post of mayor

Kathmandu, 21 July. Without the knowledge of Nepal Communist Party (UML) President KP Sharma Oli, General Secretary Shankar Pokhrel conspired to get rid of the mayor of a municipality elected by the party along with the ward president.    Premlal Sah Kanu, mayor of Dewahi Gonahi municipality of Rautahat, ward no. UML General Secretary Shankar Pokharel took action against some elected people's representatives including President Rampravesh Prasad Kurmi without informing President Oli. 

  According to a leader close to UML President Oli, any leader should be asked for an explanation before taking action, and although the decision of the Central Committee should be necessary, action cannot be taken from the secretariat meeting. Stating that the central committee meeting of the party was not held after the Genji movement, it is not right to dismiss the elected people's representatives by implementing such decisions by the Election Commission.    However, General Secretary Pokharel recommended the Election Commission to take action against the people's representatives including Mayor Shah of Dewahi Gonahi, calling it the decision of the party secretariat. Based on the same decision, after the Election Commission decided to relieve them from their posts, Party Chairman Oli became dissatisfied. 

  Sah has been regularly submitting the assigned levy to the UML party. Also, although he has been regularly participating in party meetings and discussion programs, it has been revealed that due to the internal conflict of District Committee Rautahat, General Secretary Pokharel has recommended to the Election Commission to remove President Oli from his post without knowing.    On 31st June 2083, UML District Committee Rautahat recommended to the Central Committee to take action against the people's representatives including Saha. However, UML General Secretary Pokharel had already made that recommendation on 8th of June. Based on the date of the decision and recommendation, it is clear that General Secretary Pokharel has hastily recommended for the vacant post in the Election Commission. 

Dewahi Gonahi mayor Sahahhit, who won the local elections with a majority of votes, is being criticized for being unethically dismissed by the UML against the constitution and the law.    In the constitution, it is mentioned that the positions of local level officials become vacant only by resignation, death or expiration of the term of office. Article 216, sub-section 8 of the constitution has a clear provision that the positions of the head, deputy head, ward president and members of the local level will become vacant if they resign, die or expire. However, UML is being criticized for dismissing the mayor who was elected by a majority of votes in the municipality for no reason due to internal party disputes.
