Speaker Dolprasad Aryal removing Harak Raj Rai from the House of Representatives

Speaker of the House of Representatives, Dolprasad Aryal, has started the process of removing Harkaraj Rai, Secretary of the Parliament Secretariat. For this, he has demanded an official explanation from Rai, to which the secretary has already given the answer. There are two main reasons why the Speaker asked for an explanation. First, the accusation of not showing the expected vigilance to activate the parliamentary thematic committees under the House of Representatives. Even though the committees formed on 27th Chait and got a chairperson on 4th Baisakh, those committees were not able to operate effectively, it has been considered as a weakness of performance.
Secondly, there is an allegation that the proposal was advanced in a biased manner while managing the speaking time of the MPs in the Parliament meeting. The Speaker connected these issues with Secretary Rai's performance and official responsibilities and demanded an explanation. According to the constitutional provisions, the Secretary of the House of Representatives is appointed by the President on the recommendation of the Speaker. Similarly, there is a legal provision that the process of removal is done by the decision of the President after the recommendation of the Speaker.
According to the Federal Parliament Act 2075, the secretary can be dismissed from office on the recommendation of the speaker of the relevant assembly in case of lack of efficiency, bad conduct or not fulfilling official duties honestly. However, before such a decision, provision has also been made that the concerned person should be given a reasonable opportunity to submit an acquittal. According to the same legal procedure, Speaker Aryal has now demanded an explanation from Secretary Rai.
