Kathmandu, 6 Baisakh. The Nepali Congress has given completeness to the expert committee formed to study and make suggestions on the constitutional amendment. The meeting of the Congress Central Working Committee held on 11th Chaitra last year decided to form a constitutional amendment study and suggestion committee under the coordination of party vice president Pushpa Bhushal to study the issue of constitutional amendment and suggest necessary opinions.
In its pledge of the House of Representatives Election 2082, the Congress has absorbed the spirit and principles of the Constitution and addressed some of the problems seen during practice through amendments to make the federal system and inclusiveness more effective, people-oriented and results-oriented, and to institutionalize civil rights in a wider scope, to make the Constitution more dynamic and to make the service delivery effective in line with public opinion, and to dialogue and consult with political parties, civil society, the young generation and the general public, Nepali Congress promised to take the initiative to amend the Constitution on the basis of broad consensus. Chief Secretary Krishna Prasad Dulal has informed that the following committee comprising of experts has been informed about the complete work instructions with the following details, in order to create a clear opinion of the Nepali Congress regarding the amendment of the constitution in accordance with the party's civic promise in the election and the decision made by the party central working committee, and to identify the issues of amendment and suggest opinions without compromise on the basic issues of the constitution.
According to which, Deputy Chairperson Pushpa Bhushal is leading the expert committee formed to study and submit suggestions for constitutional amendment. The committee members include Senior Advocate Radheshyam Adhikari, Senior Advocate Mr. Harihar Dahal, Senior Advocate Prem Bahadur Khadka, Senior Advocate Upendrakeshari Neupane, Senior Advocate Sher Bahadur KC, Senior Advocate Yadunath Khanal, Senior Advocate Gopalkrishna Ghimire, Senior Advocate Yogendra Bahadur Adhikari, Senior Advocate Dinesh Tripathi, Senior Advocate Mr. Sitaram KC, Senior Advocate Shri. Lalit Kumar Basnet, Advocate Run Bahadur Thewe, Advocate Sharmila Shrestha, Advocate Jhalmaya Vick, Advocate Niraj Gupta are there and Raju Katuwal is the member secretary.
The committee was asked to study the movements for recognition from various communities, groups, and regions during the constitution making process, the agreements made by the government, the demands and opinions put forward by various groups and campaigns regarding the amendment of the constitution, to analyze the study of the problems seen in the implementation after the constitution making. To communicate with the government, experts and stakeholders at the level of government, experts and stakeholders on issues such as the implementation of federalism and the challenges seen in the operation of the government at the level, according to the spirit of the rebellion called by the Genji generation on 23 and 24 of 2082 Bhadra, good governance and It has been given the responsibility to study the issues mentioned in the agreement and the demands raised on issues such as agile service delivery and representation, and to study the issues related to the constitution amendment mentioned by the party in the pledge in the election of February 21, 2082.
In addition, it has been mentioned that without allowing the principles of democracy (recognition, civil rights and proportional inclusion) to be narrowed down, by making it more broad and expanding, based on the experience of a decade since the promulgation of the constitution, the state of implementation and achievements will be reviewed and a report with suggestions will be provided. Based on the suggestions given by the committee, the party will formulate its opinion on the amendment of the constitution and will take the initiative of national dialogue with other parties, civil society, experts and political parties to build a common national opinion.
After the clear opinion of the government, the party will cooperate with the government with its opinion. Kawa Chief Secretary Dulal informed that the Nepali Congress believes that this study conducted on behalf of the party will help to cooperate with the government and create a common national opinion on this sensitive issue like constitutional amendment.
