The government has launched a new and attractive scheme to increase the habit of taking bills while purchasing goods and services. Now every VAT bill will automatically be used as a lottery ticket and it is prepared to make millionaires daily through that bill. Swarnim Wagle said. Speaking to reporters after the budget on Sunday, Finance Minister Wagle said that in a developing country like Nepal, it is difficult to raise a large revenue from income tax alone, so a consumption-based tax system has been given priority. According to him, since the share of the informal economy is still large, the main objective of the government is to strengthen the bill-paying culture.

Finance Minister Wagle also asserted that the burden of excessive taxes was not imposed on the middle class. He mentioned that the income tax rate has been kept at only 1 percent for people earning up to 10 lakh rupees per annum and said that now the middle class is not complaining much. According to the new scheme of the government, the VAT bill charged by the customer when purchasing goods or services will automatically participate in the lottery. In this way, the government expects that by converting bills into lottery tickets, the habit of asking consumers for bills will increase, businessmen will not be able to hide their transactions and it will also help in revenue collection.

Finance Minister Wagle informed that Nepalis who send remittances from abroad are also prepared to participate in this scheme. The government believes that this will further encourage Nepalis abroad to send money through formal channels. The government has launched this program as a measure to control tax evasion, expand the use of VAT bills and make the revenue system transparent. Now, the government has indicated that bill taking is not only for legal proof but also an opportunity to change the fate.
